BY LAWS
OF THE NATIONAL SOCIETY OF ARTS AND LETTERS,
WASHINGTON
CHAPTER
ARTICLE I
NAME
The name of this
organization shall be The National Society of Arts and Letters, Washington Chapter and shall be referred to as NSAL, Washington Chapter. Its
seal shall be the seal of the National organization.
ARTICLE II
OBJECT
The object of
NSAL, Washing ton Chapter, shall be to aid, assist and sponsor the
education and development of promising artists; to create opportunities
for artistic endeavor and expression; and to encourage and promote beneficial interest and development in the creative and performing arts.
ARTICLE III
MEMBERSHIP
Section 1.
Qualifications
NSAL, Washington Chapter shall consist of men and women who are or have been engaged professionally in the creative or performing arts or who have training
or competence in a branch of the creative arts; or who have demonstrated a
commitment to assist young artists.
Section 2. Credentials
Members shall
qualify in one of the following categories:
1. Art
2. Dance
3. Drama
4. Literature
5. Music
6. Patron of
the Arts
Section 3. Classifications
Classification of members shall be Active,
Associate, Life, Affiliate, Diplomatic
Guest, Associate Award and Honorary.
A. Active
Members
1. Subscribe to
the objectives of NSAL.
2. Participate
actively in the work of the Chapter.
3. Pay Chapter
and National initiation fees and dues and a Chapter admission fee.
B. Associate
Members
1. Sub scribe to
the objectives of the NSAL.
2. Have interest in NSAL, but are un able to participate actively.
3. Pay Chapter
and National dues.
4. May not vote
or hold office.
C. Life Members
1. The Chapter
no longer offers Life Member ship.
2. Any member
interested in Life Member ship in the Na ional Organization
should con tact the Chapter Treasurer.
D. Affiliate
Members
1. Upon invitation, simultaneous member ship in more than one chapter is allowed provided all
responsibilities are met in each chapter. Chapter dues shall be paid to each chapter as required. National dues
shall be paid in only one chapter.
2. A member has
all rights and privileges in each chapter, but may represent only
one chapter at the National level.
E. Diplomatic
Guest Members
1. Shall be
accredited members of the International Diplomatic
Corps or members of a military mission to the United States.
2. Are eligible during the time of official residence only.
3. May not vote
nor hold office and do not pay initiation fees nor dues.
F. Associate
Award Members
Winners of the
NSAL, Washing ton Chapter Awards may be invited to be come Associate Award Members of the Chapter for a period of two years with
out paying initiation fees and dues. There after, the Chapter may approve them for full membership.
G. Honorary
Members
1. Shall be eminent persons who are distinguished artists
or contributors to
the arts.
2. May not vote
or hold office and do not pay initiation fees or dues.
Section 4. Good Standing
A member in good standing is one
whose current dues are paid and who is in compliance with the By laws.
Section 5. Membership Procedure
A. Membership is open to all
qualified persons with out regard to race, religion, nationality or
gender.
B. A member shall recommend no
more than two prospective members during a fiscal year.
C. The President may not propose
candidates during his/her term of office.
D. A prospective member of the
Chapter (except Diplomatic, Associate, Award and Honorary Members)
shall have attended two program meetings within the past twelve months
before becoming a candidate for membership.
E. Associate Award and Honorary
Members shall be selected by the Board at a meeting or by telephone
poll at the recommendation of the President.
F. Approval by the Chapter shall
be given b fore an invitation to join is issued to the prospec tive
member by the Membership Chair.
G. Election Procedure
1. Prospective members shall be
sponsored by a member in good standing, who has known the prospec
tive member for six months.
2. The sponsoring member shall
provide the Membership Committee with two documents: a letter
describing the qualifications and credentials of the prospective
member, and the completed Member Information form.
3. The Membership Chair shall
present the prospective member’s name and read the letter from the
sponsor to the membership at a regular business meeting.
4. If any member of the Chapter
objects to the proposed candidate, a protest must be submitted in
writing to the Membership Chair within two weeks.
5. If fewer than five protests
are submitted, the candidate’s membership shall be voted upon at the
next regular business meeting.
6. Voting shall be by secret
ballot. The tellers shall report “accepted” or “not accepted”. One
third negative votes of those present and eligible to vote shall
defer membership for twelve months.
7. The Mem ber ship Chair shall
issue an invitation of membership after approval by the Chapter.
H. Post Election Procedures
1. The sponsor will act as
liaison to the prospective member in the completion procedure.
2. Upon receipt of the new
member’s acceptance, including fees, the Chapter Treasurer shall
send to the NationalTreasurer
a. the National fee and dues.
b. the first three copies of
the National Member Information form. The fourth copy shall be
retained for Chapter files
3. The Chapter Treasurer shall
provide member information to the President, Newsletter Editor and
Yearbook Editor
Section 6. Resignation, Removal,
Reinstatement and Transfers
A. Resignation
1. Any member whose dues are not
in arrears may resign in good standing.
2. Resignation should be made in
writing to the Chapter President.
B. Removal
Membership may be terminated
August 1 for non-payment of dues. Notice of delinquency shall be given
to the member by May 1 and ninety days allowed for payment.
C. Reinstatement
Any former member wishing to be
reinstated shall submit the request to the Membership Chair in
writing. After a favorable vote of the Chapter and after payment of
annual dues for the current year and payment of any dues in arrears at
the time membership was terminated, the former member shall be
reinstated.
D. Transfers
Active members in good standing in
an other chapter may apply for membership in the Washington Chapter.
Prospective transferees must attend two program meetings within the
fiscal year and must be approved the Board of Directors in order to be
accepted for membership in the Washington Chapter.
ARTICLE IV
ORGANIZATION
Section 1. Composition
The Chapter shall consist of an
Advisory Council, a Board of Directors (here after referred to as the
“Board”), an Executive Committee and the membership.
Section 2. Advisory Council
The Advisory Council of the Chapter
shall consist of highly qualified leaders in each of the art categories.
They shall be invited by the President to serve for two years.
Section 3. Executive Committee
A. This committee shall consist of
the President, the Vice-Presidents, the Recording Secretary and the
Treasurer.
B. The Executive Committee shall
be responsible for the transaction of necessary business between
meetings of the Board and the business referred to it by the Board,
and shall make a complete report of its actions to the Board.
Section 4. Board of Directors
The Board shall consist of the
Executive Committee, all other elected and appointed officers and
committee chairs. The direction and management of the affairs of the
Chapter and the control and disposition of its property and funds
pursuant to the objectives of the Society shall be vested in the
Chapter.
Section 5. Chapter in Good Standing:
To maintain good standing, the
Chapter must:
A. Remit National dues to the
National Treasurer. Dues are payable February 1 and are delinquent
March 31
B. Forward an alphabetized list of
names, and other information required, to the National Treasurer as
requested..
C. Forward changes in membership
information as they occur to the National Treasurer on the proper
forms.
D. Have a minimum of four business
meetings a year.
E. Have By laws reviewed and
approved by the National By laws Chair every seven years.
ARTICLE V
OFFICERS
Section 1. Officers
The elected officers of the Chapter
shall be President, Vice-President for National Competitions,
Vice-President for Chapter Awards, Vice President for Programs,
Vice-President for Hospitality, Recording Secretary, Corresponding
Secretary, Treasurer, Assistant Treasurer, Historian, and Chaplain.
Section 2. Term of Office
Officers shall be elected for a term
of two years. No elected officer shall serve more than one term in the
same office, except the Treasurer and the Assistant Treasurer, who may
serve two consecutive terms.
Section 3. Elections
A. The Nominating Committee shall
consist of three members. The Chair shall be elected by the Board, the
other two members by the membership. This committee shall present a
slate of officers at the March membership meeting. Additional
nominations may be made from the floor.
B. Elections shall be held at the
April meeting. Election of officers shall be by ballot only if there
is more than one candidate for any office. The candidate receiving the
majority of the votes cast shall be declared elected.
C. Officers shall be installed at
the May meeting by the Chaplain.
D. The new President shall receive
the Gavel and the Insignia of the Chapter in the form of a pin.
Section 4. Vacancy in Office
A vacancy in the office of the
President shall be filled by the Vice-President for National
Competitions, followed in order by the Vice-Presidents for Chapter
Awards, for Programs, and for Hospitality. Any other vacancy will be
filled by the President with approval of the Board.
ARTICLE VI
DUTIES OF OFFICERS
Section 1. Duties of Officers
A. Copies of all official Chapter
business shall be sent to the Chapter President.
B. Any written copy required by
the National organization of the Chapter officers for National
Publications shall first be submitted to the President in a timely
manner.
C. All Chapter problems shall be
brought to the attention of the President.
D. No officer shall be reimbursed
by the Chapter unless the planned expenditure is approved by the
President in advance.
Section 2. President
The President shall be the chief
executive officer of the Chapter and shall perform such duties as deemed
necessary to that office. The President shall preside at all meetings of
the Executive Committee, Board and Chapter. In the President’s absence,
the Vice-President for National competitions shall preside, followed in
order by the Vice-Presidents for Chapter Awards, Programs, and
Hospitality. The President shall be a member, ex-officio, of all
Committees except the Nominating and Election Committees. The President
shall maintain contact with the Chapter Advisory Council and the Na
tional Executive Board and shall report required Chapter business to the
National organization. The President shall appoint the Parliamentarian,
the advisory Council, and chairs of all Committees by July 1.
Section 3. Vice-Presidents
The Vice Presidents shall act as
assistants to the President as outlined in Article VI, Sections 4
through 7, and shall perform such duties as may be delegated to them by
the President. In the absence of the President, the vice-presidents
shall preside as detailed in Article VI, Section 2.
Section 4. Vice-President for
National Competitions
The Vice-President for National
Competitions will serve as Chairman for the National Competition. He/she
may appoint another member to run the competition.
Section 5. Vice-President for
Chapter Awards
The Vice-President for Chapter
Awards will serve as Chairman and will oversee the Chapter Awards
Programs run by the Washington Chapter for the Greater Washington, D.C.
Area.
Section 6. Vice-President for
Programs
The Vice-President for Programs will
serve as Program chairman and will work with the President and the
Vice-President for Hospitality to arrange the program and location for
each monthly meeting.
Section 7. Vice-President for
Hospitality
The Vice-President for Hospitality
will serve as Hospitality Chairman and will work with the President and
the Vice-President for Programs to arrange the location of monthly
meetings and to coordinate the food and drink served at the meetings.
Section 8. Recording Secretary
The Recording Secretary shall keep
the minutes of each meeting of the membership, Executive Committee and
Board and shall have custody of all official documents and records of
the organization with the exception of those assigned to others.
Section 9. Corresponding Secretary
The Corresponding Secretary shall
conduct all official correspondence at the direction of the President or
the Executive Committee and maintain a list of all members in
cooperation with the Treasurer, Year Book Editor and Membership Chair.
Section 10. Treasurer
A. The Treasurer, who shall be
bonded in an amount approved by the Board, shall keep a full and
accurate account of receipts and disbursements in the books of the
Chapter and shall deposit all monies and other valuable effects in the
name and credit of the Chapter in such depositories as may be
designated by the Board. The Treasurer shall disburse the funds of the
Chapter in accordance with the approved budget or as may be ordered by
the Board. The Treasurer shall give a complete and accurate report at
each business meeting of the Board and the membership. Prompt payment
of National dues and fees shall be sent to the National Treasurer as
prescribed by the National By laws.
B. No funds shall be disbursed by
the Treasurer unless the planned expenditure has been approved by the
President in advance.
C. All bills directed to the
Treasurer shall be in writing accompanied by itemized receipts and
shall be paid promptly.
D. The Chapter Treasurer shall
submit National dues to the National Treasurer upon receipt. National
dues shall be considered delinquent if unpaid by March 31. Chapter
Treasurer shall remit with dues an alphabetized list of members, with
information required on each, in the requested format. If National
dues are unpaid as of April 30, Chapter delegates may not vote at
National Convention/Conference.
E. The Chapter Treasurer shall
forward an alphabetized list of names, with information required on
each and in the appropriate format to the National Treasurer and/or
National Office as requested.
F. All changes of address, new
member information, resignations, removals, reinstatements, transfers,
and names of deceased members shall be forwarded to the National
Treasurer by the Chapter Treasurer on the proper form, as they occur.
New member information shall also be forwarded to the Chapter
President, Newsletter, and Yearbook Editor.
Section 11. Assistant Treasurer
A. The Assistant Treasurer shall
assist the Treasurer in the duties of the office.
B. The Assistant Treasurer shall
send notices for payment of annual dues February 1 and a reminder of
delinquent dues after March 31.
Section 13. Historian
A. The Historian shall prepare an
account of the Chapter’s activities which shall be come part of the
Chapter’s official history and shall keep copies of press notices and
other printed matter.
B. The Historian shall record
dates and Chapter and National offices held by chapter members.
C. The Historian shall serve on
the Liaison for Award Winners Committee.
Section 14. Chaplain
The Chaplain shall conduct the
devotionals at all meetings, send cards to ill mem bers and induct all
new officers.
Section 15. Parliamentarian
A. The Parliamentarian is a
consultant who, upon request, advises the President, other officers
and members on parliamentary procedure and shall be familiar with
Roberts Rules of Order, Newly Revised. The President has the duty
to make final rulings and in doing so has the right to follow the
advice of the Parliamentarian or to disregard it.
B. The Parliamentarian shall be a
member of the Policy Committee.
ARTICLE VII
MEETINGS
Section 1. Board of Directors
The Board of Directors shall meet at
least four times a year at the call of the President.
Section 2. Membership Meetings
A. Regular Membership meetings are
usually held on the first Tuesday of the month from October through
May.
B. The May Program meeting shall
be devoted to the current award winners and every second year to the
installation of officers.
C. Each member is permitted to
bring one guest (preferably a prospective member) to a program
meeting unless otherwise specified. Candidates who have been proposed
for membership may attend. (Article III, Section 5, Membership
Procedure)
Section 3. Special Meetings
Special meetings of the Chapter may
be called by the President or by written request of five members.
Section 3. Quorum
A. A majority of the members of
the Board, including at least two members of the Executive Committee,
shall constitute a quorum for transaction of business at Board
meetings.
B. Fifteen voting members shall
constitute a quorum at the membership meetings.
ARTICLE VIII
COMMITTEES
Section 1. Committees
The Committees shall be National
Competitions, Chapter Awards, Programs, Hospitality, By laws/Policy,
Finance, Liaison for Award Winners, Membership, NSAL Newsletter, Public
Relations, Ways and Means, and Year Book Committees. The President may
establish any other committees necessary with approval of the Board.
Section 2. Appointments
Special committees and the chairs of
the Committees shall be appointed by the President.
Section 3. General Duties of
Committees
A. The Chair of each Committee
shall send copies of all official Chapter documents to the Chapter
President.
B. Any written copy required by
the National organization of the Chapter Committees shall first be
submitted to the President in a timely manner.
C. No member of the Committee
shall be reimbursed by the Chapter unless the planned expenditure is
approved by the President in advance.
D. At the end of the fiscal year,
all Committee Chairs shall give the President a report. Following
installation of officers, each Chair’s files and records along with
any recommendations shall be given to the President.
E. Each Committee Chair shall
prepare and present a list of potential committee members to the
President by July 15 for approval.
F. Each Committee Chair shall
notify the President of all meetings
Section 4. Duties of Specific
Committees
A. Competitions and Awards
Committees
1. These Committees shall be
chaired by the appropriate Vice Presidents, and shall include the
chairs of all Category Committees and the Treasurer.
2. The Chairs of these
Committees are custodians of all current competition and awards
records. Information on all past winners is to be sent to the
Liaison for Award Winners Committee. Copies of all competition and
awards business shall be filed and kept together.
3. The Competition and Awards
Chairs shall coordinate and approve all related material, including
brochures, announcements and press releases, as well as the choice
of judges for each competition. (The Public Relations Chair issues
all copies to the press.)
4. Members of these Committees
shall resolve all competition and award matters. After consulting
with the President, recommendations shall be brought to the Board
and membership in that order.
5. The Chairs shall furnish
competition and award information to the President for the Chapter
and National Year Book Chairs.
6. Changes in the official
“Washington Chapter, NSAL Award Application Form” shall have final
approval of the Board.
7. The May Program meeting shall
be devoted to current award winners. (See Article XI,
Competitions)
8. Award Categories (Art, Dance,
Drama, Literature, Music and Musical Theater)
a. Each Category Committee
shall include a chair who has formerly served on a Category
Committee.
b. The chair of each Category
Committee who has a winner is assigned to that winner for the year
of the award even though he/she may no longer be the Category
Chair and is a member of the Liaison for Award Winners Committee.
(See Article XI, Com petitions for further duties.)
B. Program Committee
1. The Program Committee will
coordinate with the Hospitality Committee to arrange locations and
will prepare appropriate monthly programs following the regular
business meetings.
2. The May program meeting shall
be devoted to the current award winners and shall be organized by
the Competitions and Awards Chairs
C. Hospitality Committee
The Hospitality Committee shall
arrange for meeting places, appoint hostesses to serve at Chapter
meetings, arrange teas, make and distribute membership and guest
identification labels and welcome members and guests.
D. Bylaws/Policy Committee
1. The By laws/Policy Committee
shall include a chair who has previously served on the committee, a
Past President, a former Awards Committee Chair, a former Membership
Committee Chair and the Parliamentarian.
2. All policy proposals must
comply with Chapter By laws.
3. The Policy Committee Chair
shall present policy business first to the Board.
E. Finance Committee
The Finance Committee shall
consist of five members including the Chair, Treasurer, Assistant
Treasurer and Ways and Means Chair. The Chair of the Finance Committee
shall present the proposed annual Chapter budget to the Board and
membership in the spring. The budget shall include special contingency
funds to be used only with presidential approval. The Finance Chair
shall be responsible for obtaining any professional review of the
books and accounts of the Chapter Treasurer at the end of the term of
office of the Treasurer, and at such other times as the Board may
direct.
F. Liaison for Award Winners
Committee
1. The Liaison for Award Winners
Committee shall consist of a chair, the immediate past year’s
category chairs for categories in which an award was presented and
the Historian.
2. The Liaison for Award Winners
Committee shall maintain contact with former scholarship and award
winners, shall organize and promote career opportunities, shall keep
former winners’ files current and, on approval of the President and
the Board, publish and distribute the award winner supplemental
report.
G. Membership Committee
1. The Membership Committee
shall pass on the qualifications and eligibility.
2. The Membership Chair shall
maintain records of members: Their qualifications for membership,
names of sponsors and endorsers, date of initiation and type of
membership.
H. Newsletter Committee
The Editor of the News letter
shall issue at least one NSAL, Washington Chapter Newsletter each
fiscal year.
I. Public Relations Committee
1. The Public Relations
Committee shall handle all public relations. Before release, all
copy shall be approved by the President and by the chair of the
appropriate committee.
2. The Public Relations Chair
shall send copies of any publicity materials to the Historian and to
the Newsletter Editor.
J. Ways and Means Committee
The Ways and Means Committee shall
secure award funds for the Chapter. At the request of the President,
the Chair shall present a list of possible benefit suggestions to the
Board.
K. Year Book Committee
1. The Year Book Committee shall
be chaired by a Year Book Editor and include the Membership Chair,
the Assistant Treasurer, the Program Chair and the Hospitality
Chair.
2. The Year Book Editor shall
prepare, print and distribute the Chapter Year Book to the
membership by the October meeting.
3. The Year Book Editor shall
help coordinate changes of address, resignations, removals,
reinstatements, transfers and names of deceased members with the
Treasurer and the Membership Chair as they occur.
ARTICLE IX
FEES AND DUES AND FISCAL YEAR
Section 1.
Fees and Dues shall be determined by
the Board with membership approval. The Treasurer shall forward to the
National Treasurer the appropriate fees and dues as required.
Section 2.
Fees and Dues may be changed by a
two thirds vote of the membership present at a meeting, following a
thirty day notice of the change.
Section 3.
The fiscal year shall be July 1
through June 30.
ARTICLE X
FUNDS, CONTRIBUTIONS AND AWARDS
Section 1. Funds and Awards
Funds and awards of the Washington
Chapter are established and supported by voluntary contributions which
are currently tax exempt under IRS #52- 6050053.
Section 2. Contributions
All contributions shall be made to:
A. NSAL, Washington Chapter
(General Fund).
B. NSAL, Washington Chapter Award
Fund.
C. The Mollie Davis Nicholson
Memorial Award Fund, NSAL, Washington Chapter and other special award
funds.
Section 3. Donor Awards
A. In case of a gift of $15,000 or
more, a donor may finance a single competition or establish a special
award.
B. A proposed award or special
fund must first be presented to the President and Awards Chair by the
donor. The Board shall give final approval to the proposal and terms
of the award or special fund which must follow Chapter award rules.
C. A fund or award can not be
accepted and announced until funds are received.
D. All competitions for the year
are announced not later than the fall provided sufficient funds are
reserved in the Chapter fund account.
E. When an award is made from a
fund account, credit shall be given to the fund in pertinent
announcements.
Section 4. Other Organizations
In order to protect the tax exempt
status of NSAL funds, no NSAL funds shall be contributed to other
organizations or persons, except in connection with NSAL competitions,
awards, scholarships, programs, and/or meetings.
ARTICLE XI
COMPETITIONS AND AWARDS
Section 1. Approval by Board of
Directors
A. No later than each fall the
Competitions and Awards Committees shall present an annual budget to
the Board for approval.
B. All awards are given on an
annual basis. In exceptional cases, however, a past winner can be
given a cash award if recommended by the Awards Committee and approved
by the Board.
Section 2. Competition Announcements
A. All competitions for the year
shall be announced no later than the fall. (See Article X Funds,
Contributions and Awards, Section 3, and Article XII National
Career Awards Section 2).
B. Competition announcements shall
include the name of any donor award, the amount of the award(s) to be
given and stipulations that the award(s) shall be given only when
warranted by the decision of the judges and is/are fully taxable.
Section 3. Applications for
Competitions
A. To qualify for a specific
competition, a signed, completed “NSAL, Washington Chapter, Award
Application Form,” together with all specified enclosures, must be
received by the required posted deadline.
B. Changes in the “NSAL,
Washington Chapter, Award Application Form” shall be approved by the
Board.
C. The required application form
shall include the following information:
1. Applicant’s name, current and
permanent addresses and telephone numbers (and in case of minors,
the names, addresses and telephone numbers of their mother and
father or guardian), applicant’s place and date of birth,
professional and academic education, and a list of artistic
achievements.
2. Required enclosures:
Two signed photo graphs or snap
shots (small).
3. Applications will be
considered from residents and students within the geographic area of
the Washington Chapter (which shall not infringe upon the area of
another chapter in National Career Award competitions) who plan to
pursue a career in the arts. They must be citizens of the United
States between the ages set by competition rules. They must not be
under professional management at the time of the competition and
must not be related to any NSAL member.
4. The applicants shall agree to
the following if they should win a competition:
a. All winners shall attend
the May program meeting to formally receive their award and a
winner’s certificate. They should be prepared to present a short
presentation.
b. The Chapter’s National
Competition winner will represent the Chapter in the National
Competition. The monetary award will be presented to the winner at
the conclusion of the National Conference/Convention.
c. The winner and the Category
Chair shall work together during the year of the award.
d. A winner shall not compete
again in the same category.
D. The Competition Chair shall
review applications and notify applicants who do not meet Chapter
requirements.
Section 4. Rules and Procedures
A. A competition shall have at
least three contestants.
B. Three qualified judges (all
non-members of the society and having no connection with or knowledge
of any contestant) shall determine the winner. An alternate judge
shall be appointed to serve as necessary. Each judge or alternate
shall receive writ ten instructions, competition announcements and, if
provided by National, adjudication forms for National Career Award
Competitions.
C. Contestants shall be numbered,
identity and background to remain anonymous. The judges shall be
instructed that no ties be permitted and that the award be made
only when justified.
D. Any additional National
Competition requirements shall apply to Chapter contestants in
National Career Award Competitions.
ARTICLE XII
NATIONAL CAREER AWARDS
An annual competition shall be
promoted and conducted by the Chapter according to the rules formulated
by the National Career Awards Chair. The Washington Chapter competition
shall be a preliminary to the National Competition and shall follow the
rules of the National Competition.
ARTICLE XIII
NATIONAL PUBLICATIONS
Section 1. The Member ship Directory
The Chapter shall submit appropriate
material for the National Membership Directory as requested.
Section 2. The Record
The Record is the official magazine
for the National organization and is published at least once annually.
The Chapter shall furnish material for The Record as requested.
Section 3. The Newsletter
The Chapter shall submit appropriate
material for the Newsletter as requested.
ARTICLE XIV
PARLIAMENTARY AUTHORITY
Robert’s Rules of Order, Newly
Revised, shall be the
authority on all questions of parliamentary law not governed by the
Chapter or National Bylaws. The Chapter will provide the Parliamentarian
with a current copy.
ARTICLE XV
NATIONAL REPRESENTATION
Annual National Meeting
A. The voting body of the annual
National meetings shall consist of all the past National presidents,
National officers, chairs of National Standing Committees, chairs of
Special Committees, the presidents of all chapters, in addition to
regular accredited delegates from each chapter.
B. The Washington Chapter shall be
entitled to one voting delegate for every ten members, but may not
exceed five delegates. The Chapter shall elect delegates and shall
advise them in writing of their election.
C. Chapter delegates shall attend
the National Convention/Conference held in the spring of each year.
D. The Chapter shall pay
transportation, lodging and registration fee for the President and the
transportation, expenses and cost of the Red Rose Awards Dinner for
the contestant.
ARTICLE XVI
AMENDMENT OF BY LAWS
A. These By laws may be amended at
a regular or special business meeting by a two-thirds vote of voting
members present after proposed changes have been submitted in writing
to the membership thirty days prior to the meeting.
B. The By laws of the Chapter
shall comply with the By laws of the National organization. Copies of
the By laws shall be filed with the National Parliamentarian and
National Bylaw Chair.
C. Automatic Amendments: Any
amendments to the National By laws shall be considered automatic
amendments to the Chapter Bylaws.

Administration
1. It shall be the responsibility of
the Nominating Committee members when talking with nominees to carefully
explain to them the requirements of the office and read to them the
duties as outlined in the By laws.
2. A new President shall schedule an
orientation meeting during May, after the National
Convention/Conference, which includes both the incoming and outgoing
Board members. The responsibilities of each officer shall be discussed
and committee reports be reviewed.
3. All committee chairs shall be
made aware of the Washington Chapter’s Maryland and DC sales tax
exemption form.
4. In an effort to at tract younger
members, meeting times may vary to include mornings, afternoons,
evenings and week ends.
Administration
Tradition
1. The outgoing President shall be
presented with the “Past President’s pin” at the end of his/her term.
2. Flowers or an equivalent cash
contribution shall be sent to the hostess prior to each meeting.
3. Name tags should be worn at the
monthly meetings.
4. Every member is expected to
co-host one meeting each year. The Hospitality Chair shall arrange this
assignment.
Award Competitions
1. Prior to announcing an award
competition, the chair shall read the Chapter By laws Section on Awards
and Competitions, Article X, Article XI, and Article XII.
2. Before announcing an award
competition, the geographic boundaries of the Washington Chapter shall
be studied. If a competition is open to an area outside our immediate
geographic area, permission of the relevant chapter Presidents must be
obtained.
3. The chair of a competition shall
obtain a copy of the DC and Maryland certificate of sales tax exemption
and at least six reimbursement forms.
4. Applications and announcements
for the competitions must be approved by the Executive Board before
being printed.
5. Only the first place award is
announced unless a second award is to be given by a specific donor.
6. All awards when given directly to
the winner, are fully taxable. A 1099 tax form must be sent to the
winner within the calendar year.
7. When required, competitions and
exhibits shall be covered by an “Officer and Director Liability”
insurance, and, in some cases, by Casualty insurance.
8. Competition objectives and
requirements shall be established by the Awards Committee.
9. Not all first place awards need
be for the same dollar amount. The amount of the award is at the
discretion of the Award Committee.
10. Liaison for Award Winners shall
maintain contact with recent area winners and request their opinions and
help for future competitions.
11. The Competition Chair shall send
a letter to each judge confirming the purpose, requirements, and
guidelines for judging each competition.
Award Funds
1. Any transaction involving the
“Special Funds” must have Executive Board approval.
2. There shall be no co-mingling of
the Award Funds principal.
3. The Competitions and Awards
Chairs shall confer with the Finance Committee before presenting an
Awards Budget to the Executive Board.
4. All undesignated memorial
donations will be placed in the Mollie Davis Nicholson Award Fund.
These minimum balances shall be
maintained in the following Award Funds.

Finance
1. The Chapter Budget shall be
presented in April of each year.
2. Committee chairs and officers
shall submit to the Finance Committee, early each spring, a budget
request for projected needs in the next fiscal year.
3. Up to 15% of the Benefit net
receipts can be transferred to the General Fund for administrative
expenditures.
4. No gifts shall be given to
Chapter members.
5. No member shall be paid for
activities rendered to the Chapter — as fundraising, investing monies,
keeping accounts or computer work.
6. An internal audit of all Chapter
funds shall be performed each year, as decided by the President
Dues
1. Annual dues shall be $85 for
Active members and $100 for Associate members of which $30 (currently)
is sent to National.
2. A member joining after November
shall be considered in good standing until February 1 of the following
fiscal year.
3. Dues for Affiliate members are
$50.
4. Dues are payable February 1 of
each year and are delinquent March 31.
5. The Treasurer shall pay to the
National Treasurer $10 for each Honorary member.
6. Initiation fee for members shall
be $35 (half of which shall be sent to the National Treasurer).
7. Washington Chapter admissions fee
shall be $35.
Membership
1. A balance between the creative
and performing arts shall be maintained in the selection of new members.
2. The membership directory of the
society may not be used for publicity or for monetary solicitation by
any other organization. All press releases shall be made by the Chair of
Public Relations and/or the current President.
3. Award winners of the previous
year may be included as guests at chapter meetings.
4. The category of Chapter
Life Membership has been discontinued indefinitely (as of 1964)
.
5. The Membership Chair or sponsor
shall contact members whose dues have not been received by August 1.
6. An Active member shall at tend at
least two meetings each year.
7. A member-elect has three months
within which to accept an invitation to join the organization.
